I'm willing to bet, the vast numbers of those shells and rockets are not operational, making them more of a danger to someone attempting to use them, then having to worry about them being used on others, and the artillery pieces, wow they look like they have seen better days, the amont of neglect would mean fireing them would be a hazard.
