i was in the ice cream shop scene (The old Toffutti shop that was on Columbus Avenue at 76th Street) but this is the first time i've seen the actual video.
@mewantspocky Seiko has a huge gay following. Go to her concerts, dinner shows and you can see that. If you research in Japanese you will find a lot of references. Seiko, Kylie and Madonna are considered the biggest gay icons in Japan, and their fans each have their annual conventions. When you see a lot of drag queens lip synching these divas, you know they are popular among gay people.

It's incredibly faux-Madonna and her accent is Pink Lady standard, but it does scream 80s, and I mean that in a good way :-)
