In the Story Editor, you can actually drag and drop the tools, move each on a new row below the existing ones where there are more space and drag the edges to extend the width thus more icons can show (avoiding pop-ups).

I wonder if you could rotate an image inside a frame (leaving the frame static just rotating the inside image (?)
