This whole "Green Man" thing started as a gag in Mario & Luigi SuperStar Saga and has been repeatedly used in all similar Mario adventure handheld games. Basically the gag is that nobody knows who Luigi is because Mario is more known. I liked how in Paper Mario: The Thousand Year Door, they finally made someone that thought that Mario was Luigi and praised Mario for being the awesome Luigi. It was for the GCN (Gamecube) though.

@jepr91 Yeeeep. In SS saga, Bowser didn't know who Luigi was. So, he looked like a random green man, so Bowser "recruited" him. (More like chase and capture, haha.) Its like Nintendos gag for poor luigi.
