not entirely, the states cant be held responsible for what the federal gov't does with money that it has borrowed. and each state could just start trading goods with eachother, which could create jobs.
If the federal government passes a law that is unconstitutional the state legislature just simply writes a resolution, passes it in both houses, then sends it to the be signed by the governor telling the federal government that the law does not exist in the state. No Supreme Court case, no lawyers, the state simply says no.

The People already existed at the time of the Declaration of Independence (1776), the Articles of Confederation (1777) and the Constitution for the United States of America (1787), and already had unalienable rights at common law.
The Constitution protects those already-existing unalienable rights that the people have, and establishes the United States of America in Trust.
It is those original People and their Posterity (descendants) that are the Beneficiary of that Trust.
