any instructions on how to make one? I just want enough weight to lift my little 2 pound digital camera and take some cool videos with it.

You should think of something light, yet with a large volume. The blacker, the better. The main problem will be to make the air inside hot enough so it's not so dense and therefore rises. You might consider using a large black garbage bag and helium if you can get it, otherwise you would have to use very hot air and do it over winter...

Don't forget to tie it down, so you don't loose it!

actually, if the balloon is roughly 40 ft and tear drop shaped, yes, it will lift you. just ensure the plastic doesn't rip due to the amount of weight it's attempting to make airborne with it.

Not really. Using basic high-school physics knowledge you can calculate how much it can lift, and it's not much. Then again, there might me a strong wind, so a light person could go for a little fly :)
