There are parts of Seipai bunkai here but it seems to neglect the 2 elements of bunkai involving mai geri

The strike after the throw looks like Seipai, but the throw itself I can see in Seiyunchin too.

that throw and the double eye attack are in saifa also, inferred from the low palm/tetsui to his ears..

That throw can be used wherever you use a mawashi uke, in ANY kata...

This is omote bunkai to Seipai Kata.

Note the turning and the palm strike to the abdomen? Also, the throwdown and the finishing strike looks more like an application of Seipai to me.

That is Taira sensei, Okinawan Jundokan, I think.
