The structure refers only to structural elements (columns, beams) and not to the deck. Obviously a fail in calculating loads for the deck, which probably did not contemplate snow as a factor.. Much less a full size truck on top of it all.

People, understand this. The truck weighs about 8Tonne and has a auxillary clearing blade. The blade clearly penetrated the upper deck concrete parking lot and caused a catastrophic stress fracture. The fracture would take only nano seconds to split the brittle concrete and rip the reinforcing bar apart.
