Well, if you actually pay attention, you would realize that he isn't choking the cat, he is grabbing it by the scruff of the neck. That is how a mother cat carries its kittens, and it does not hurt the cat. Another way to tell that, is the way the cats eyes seem to be pulled back a bit.

What you fail to realize is that the cat is vocalizing due to the fact that it's neck is being pinched. When you vocalize abruptly it's usually due to pain or surprise. In this video the owner pinched the cat's skin which is obviously painful in light of the fact that it vocalized on cue.
