Well you answered your own question really.

Make a Japanese car perform better (usually turbocharger) people call it ricing. Make an American car perform better (usually put in bigger engine from an old airplane) and they call that tuning.

Personally I rather compare cars in stock form since that's how the factory (and company) had intended them be.

whoa, what? i think that youve got tuning and ricing confused. ricing doesnt involve a turbo. ricing is all about "pimping" japanese cars. things like neons, bright paint, hood scoops, that sort of shit. tuning is about modifying performance. tuning applies to anything from turbos to tighter shocks to fuel injectors - as long as it increases performance. not all japanese cars are ricers. and not all modified american cars are tuned. japanese cars are essential in the tuning world, actually.
