For those who can't select the 'Stroke Path' option, here is your solution:
When you go to draw your shape, ensure you have selected the 'Paths' option in the top left most corner, in between 'Shape Layers' and 'Fill Pixels'!

So the ellipse tool must be selected when you right click on the circle. (If you still experience problems, try to close the document and start a new one. Sometimes, Photoshop is a bit unpredictable on my (slow) computer and commands don't work as expected..)

@AjarJunkman do you mean the view>show>grid or the pixel themselves in high magnification? In the latter case, you can't get rid of them as these make up the "line" you see. Photoshop works with those tiny "squares" which are called "pixels" and make up any image like in a jigsaw puzzle.
(on the other side, Adobe Illustrator works with matehmatical formula and not pixel: it "draws" functions like y^2 +x^2=c and this is a circle)
@derick1259 you need to go to the "amoeba" or irregular (wawy) shape first (extreme right of the shape tools in the top bar) and then specify the "ellipse otions">fixed size> W=1000, H=1000. Then simply use the ellipse tool and click on the working area. A circle of exactly the same size (1000px in diameter) appears. (Then follow all instructions as before, right click "stroke path", right click "delete path" )
First with the ellipse tool (paths selected), then with the pen tool (right click and choose "delete path".
So again:
1. you first use the ellipse tool (with "paths" selected, so that you don't draw a shape, but, yes, a "path". actually a vector) to draw the circle (hold SHIFT while dragging).
2. With the ellipse tool still selected, right click >"fill stroke" (pixels created)
3. Then you select the pen tool and right click on the circle to delete the path (right click>"delete path").
@cirymarr yes, good question. You need to do that by selecting the BRUSH properties, first, then apply the instructions of this video. So for instance, if you want a thicker circle (or red, or different style, etc...) go to BRUSH> and then select any type/size you want.
Then, as I said, follow the steps of the video as usual
WTF? You draw it with the pen tool or with an elipse tool? When I choose pen tool and then what - without clicking the elipse (top bar) I can't draw an elipse.. if I click the elipse on top bar - the tool is changed from pen tool to elipse tool. Either way, I don't have path options with it (neither LMB nor RMB).. hm?

@TwisteRtheBeasteR because you must be using the (ellipse) Shape Tool.
So, first you create the circle with the ellipse tool (hold+shift while you drag), then you can right click and "stroke path".
(Later on, you need to change to the PEN tool and delete the path.)
(So you must use 2 tools: first the ELLIPSE tool, then the PEN tool)
