Baal is canonically the strongest Overlord in the Makai. But he is sealed until someday a grown up LaHarl will release and kills him. So a mature LaHarl is the strongest in the future but until then Zetta and Zenon are the top of the heap and since Zenon is also sealed(sorta at least its power), Zetta is currently the strongest.

But seriously, I haven't got this ending yet, but I don't plan to. It's too depressing, despite the fact the storyline of the Disgaea games are supposed to be comical and funny...
Honestly, to this day, I can't understand why Aurum wants to create the strongest Overlord so badly when there are a lot of eligible Overlords to fight out there (Makai Kingdom alone has seven).
But as far as the strongest Overlords go, NI is never really consistent on that matter. You have Krichevskoy in Disgaea. You have Zetta in Makai Kingdom. You have Zenon in Disgaea 2. And according to Mao and Champloo, you also have Mao's dad. So they're always changing their mind on who's the strongest
@PinoyKun32 besides laharl's father and all them theres also Pram, mciky(the funniest i have seen) the ancient dragon Babylon, salome, some others too but if mao fought zetta both maxed out there wouldnt be competition since zetta's mana power is like pulsing whenever he takes a step and also pulses thrpugh his body every second
I feel so bad for Raspberyl...she was soo good, even though she was a demon. Right now I feel I want to kill Mao. But then again I don't think I could or wish to.
Actually since you led Mao to this ending you should feel like killing yourself. Killing Mao is like tossing the gun away in disgust after you've committed a murder.

Well evidentally the Zetta DLC retcons things a little bit.
Mao > Book Zetta
but
Real Zetta > Mao
So Zetta at the end of Makai Kingdom is the strongest Overlord.
