While it is rather cold, one analyst did further formulate that if all the aid agencies should have sat back and did not push hard (alot via bribes to) the government to let them in, that there would be far more civilian deaths and social unrest. If the death was great enough, then, the citizens would riot and have a coup/leadership change.
Also pointed out that aid is renders the sanctions against Myanmar ineffective.

If it goes to buy rice, then you will only put local farmers out of business

Wasn't it pointed out that the rice industry has been ruined, and that the farmers (those that survived) do not even have seed?

darwin - The point I make is that charities seldom, (if ever), take the time to synthesize the cultures precise needs
In fact, in most cases, charities (despite their altruistic intentions), often make matters worse:
1) They put local farmers out of business
2) Local war lords use the charity product to sell to buy weapons, (etc.)
In the final analysis, charities mostly do bad in these situations
However, it doesn't have to be that way

I understand your point.
Lately, I did hear from some folks discuss how charities often make a problem worse when looking in the long term sense.
For me, I see the population, or, I should say the most innocent of the population (the children) to be in a loose/loose situation.
The country is one of the wealthiest in resources/minerals in that region. At one time, it was rich in rice production.
