There isn't a cheat code for Shadow and Amy. What you have to do is play through i think it was Sonic and Tails's stories all the way through for Amy, and Knuckles and Cream for Shadow. I'm not sure if that's how it works, but you have to play one of the stories to get them, not by cheat codes
