This is a pretty easy activity... whenever you get close to a target, STOP the truck and spray it until you get the credit. Don't worry too much about the police... them shooting at you doesn't do much; the greatest risk they pose is if they run into your truck too much and destroy it (only happened to me on the last level) but if you spray them they'll back off.

If you don't stop the truck, you'll fail, plain and simple.
