I didn't know alien artifacts rusted. While only guessing, I would bet that's a human reliq from the 1960s,70s or 80s. See the metal that's not rusted? Probably attached to something there, either a belt of some kind, or as a fixture. Looks industrial. I believe this was some sort of device using a lot of time spinning.
