Per the copyright info on a version I have for the concertina, plus some web searching, it was written by a Czech composer and trumpet player Vaclav Blaha, and was originally published as Sukynka in Prague in 1944. It was republished in 1949 with new material, which is probably the most familiar version. The English words were written by Mitchell Parish.
Hi Veronica, Obviously The Blue Skirt Waltz was very popular in the 1940's due to Frankie Yankovic. There is a lovely folk dance (from China?) with this music on fremontfolkdance. Worth a look.

Thank you. And thank you for posting the video. =) I lost the notes to this long ago and re-learned most of it by ear from listening to your video. My grandma's brother used to play this on his accordion. He past away before I was even born. My grandma loves hearing it on the accordion again. =) She is 88.
You are a good player and a fine job on one of Frankie Yankovics old standards. Can you do the Lappland polka?
