Time to expand on my original comment, and answer a few general, albeit legitimate questions. This "secret menu" is called SBSettings. It provides instantaneous access to your settings app, in a quick, easy to use interface, centered on toggles. Although it does provide some new toggles (quick notes, respring) it is not secret. Download it from Cydia, then swipe the top of the menu. Cool, but no secret. Second, Installous is the name of the free app. cydia.hackulo.us is the repo for that.

Installous is a store that uses the jailbreak to install stolen apps (no judgement). Even then, not all apps are on installous.
