if someone was manning the control room sat watching the cctv monitors then it is possible to pan and zoom the camera to wherever you want at whatever speed. just takes a steady thumb on the joystick as well as your other hand on the zoom keys. its standard with a dome camera. which are pretty much everywhere nowadays. i know this because i used to do static security amongst other things. believe me- and anyone else who uses cctv systems will confirm this as true!
