In Japan, What changed the rule was for the occupational reason.

Driving came to be needed to get job, even for deaf people.

国外的交通就好多了，所以这方面也放得宽。

What about honking? Failing to recognize a honk could cause an accident. Sometimes the problem isn't in your eyesight or it might not be in your eyesight until it's too late, where a hearing person might have been able to react earlier.

I don't know really, I'm ALL about equal rights and I do not judge anyone for any reason, nicest guy ever, but you have to look at the reality.

Statistically Deaf people are much better drivers! Honking has never helped anyone.. seriously wow lol Driving is fully visual and kinesthetic sounds almost always are more of a distraction. I grew up in a Deaf culture and don't mean to bash your lack of understanding, just try to be more aware of the the depths of knowledge that one doesn't have regarding something they aren't exposed to.

I sincerely hope you are able to overturn the law. If they let some hearing people drive who shouldn't be driving, they need to let deaf people drive too.

我認為中國聾人不可以駕車. 中國健聽人危險駕車隨時撞人或撞車,不顧他人,立即逃脫.香港聾­人也不能駕車,香港硬性規定如聾人佩戴助聽機可駕車.比較很嚴格­.

Tell you what... The Ministry of Transportation mentioned that deaf people are the best driver with less accident compared with hearing people. Because we use our eyes on the road all the time.

I think, being deaf, you might of misheard what the Ministry said. They actually said that blind people are the best drivers, because they can really feel the details of the road surface (especially the rumble strips on the side).

其实日本聋人也不能开车.不过我所在的英国我认识的聋人朋友他们­都开车,而且比有听力的人开的都好.真的很不公平,政府没有意识­上去.

Yes Im very agree with that, why not let Deaf Chinese get a licence for drive, my friend from China and told me about unfortunatly but its sadly, should try to fight with that government agree supports the deaf person to drive, hopefully future, My licence drive 17 years since was young in Australia. Deaf Chinese can drive so same clever as all world. DeafSA Andy
