Sorry, just need to correct myself. He made a guest appearance, in Chigley. That statement itself says he was not a Chigley character. We need to get this right, guys. Lives could depend on it.

Chigley was near Camberwick Green - Trumptonshire. It says so on the first titles of every episode. Trumpton was a town, hence the, 'shire', with its name. Chigley and Camberwick Green are more rural and smaller, and have Treddle's Wharf running between them, with Camberwick Lock leading towards Trumpton. With Lord Belborough's private railway running from Whinstead Hall to Treddle's Wharf going passed Cresswell's biscuit factory.

2) Camberwick Green was made before Trumpton and Chigley, so Windy Miller was in Camberwick Green first. He did appear in Chigley, but he is technically a Camberwick Green character.
Windy miller was a black ops operative. He just worked as a miller on his down time
