Well that would depend on how old this sketch is. If it is from the 70's it is not Robin Wiliams. If it is from the 80's to 90's then it would be Robin Williams. I agree that it is very hairy so it could be Robin's hand.

It could be Richard Hunt, the hand does do that "head tilt" movement that Richard would often do (as opposed to the other performers).
One example of this is during the Muppet Show theme song. Statler does it just after Waldorf says "Why do we always come here?" There are several other examples. Lol, it shows weird but believe me a few fans have noticed.
