First please start writing correctly. Secondly NATO had absolutely no ground troops to mark targets for the planes. There were photographs, yes, however many times Serbs deployed dummies and it was a waste. Actual casualties were extremely low for the military.
The strategists pinpointed locations to hit which were of logistical importance for the war. My source? Any real documentary on the war.
Serbs got off easy due to NATO's undecisivnes

@ukrainainhitman That is thta about Somalia, and Iraq/Afghanistan is a completely different story mate. Which has already been won pretty much in Iraq. Afghanistan is taking longer due to the huge terrain.
NATO force would have been a lot more successful in the Balkans then you think. Much more efficient. The bombings failed only because there were almost never people on ground to mark targets before the attack.
