@enfamy its what psygn0sis said, and you can get a thinner form of this too. Look up EL WIRE (short for Electroluminescent Wire) on Ebay. Its cheap to buy and easy to use and cut into smaller lengths.
You can use this for highlighting trimming inside and outside your car home etc.
I used some of this stuff for a TRON suit, and inside my house. Its great stuff and runs on a small 2 AA battery pack

There is a panel under the decal. They drill holes in the side of your car to run wires to a very loud driver that controls the lights.

We have had several vehicles done by LumaMedia.
They are great guys to work with. The quality was excellent and they haven't drilled one hole yet.
As for the "noisy driver" I think that's probably coming from between your ears.
