The USA didn't step to help Iraq only after Iraq was loosing the war. It was the USA, Saudis and Kuwait that initially hired Saddam as their champion to attack Khomeini's Iran in the first place. It was with the Saudi and Kuwaiti loans that Saddam fought, and got himself into so deep war loans, he could not pay them back when told so (leading to attack into Kuwait).

Could have said too, the USA supported the Kurd and the Shia uprisings against Saddam, leading to lots of deaths.
