It is a Soviet era tram.

Yes they have a music all of their own, a whole orchestra's worth, I think!

was omsk getting rid of it's tram lines in 2006?

No but I think it was tram route 5 that gone & was covered by 2 other routes.

My theory was that as the Metro opens the trams will further wither away or be cut back as funding gets diverted.

But the big question is when will the metro open?

Metro is to open 2014, maybe....
