Tape's actually legal in some states but the idea isn't to load up your fists into a cast like Trinidad and Boricuas out of Puerto Rico do. Boricuas in the US actually outnumber those in Puerto Rico, but they're far less succesful and have much less power.

Vargas stil lgot beat by De La Hoya and he doesnt fight anymore, so it didnt matter if he cheated cus he lost and went out of the ring. Trinidad was mroe discreet.
