You are righjt it is. It appears to be done over a hidden agenda - where a department wants to do more than it is mandatred to to, regardless of the victims left in its wake. Too bad no one on City Counci cares.

This is dispicable, once again city hall bulldozing over regular people to get what it wants, creating more issues then it addresses. when are these people going to realize we all don't make six figure salaries and have the option to up and move to where evr we like. All for the all mighty dollar, what a bunch of parasites these "representatives" have become.
