@rayhs1984 There's a control room with video monitors. The operators look at the traffic situation and, if jams are building up, they make changes to how long traffic lights stay on red or green. They do it to prevent gridlock. Boring but true.

if other people are allowed to wear them then it can't be anything to do with the camera or cameraman (which is what i said). even so, i doubt they are

it is far more likely for a sharp object to be removed from someones neck when being flung backwards due to health and safety than it is to be removed due to blinding a non moving cameraman. (would be silly to consider glare on the camera)

@Choo69, If the story isn't interesting and funny, they get to flip the chair over. So in this case they were eager to flip it because London is known for having bad traffic and traffic light waiting times changing unexpectedly, and the operators control the traffic flow of the city. If you have ever driven in London, NY or Paris you will be familiar with it. :-)
