@brindz117 There is a way to get Morrowind to have Oblivion graphics:

1. Get Morrowind Graphics Extender(MGE for short)

2. Get a good graphics card(optional if you want to run it to the best settings)

3. Get the best texture packs/world replacers, i recommend Visual Pack(look it up in PES)

note: if you don't have DirectX 9.0, download it. It is essential to MGE.

I'm so glad to hear that you've learned about blender through me. The blender NIF export is not among the scripts that are in a fresh blender install, you'll have to download NIF export from somewhere else.

Just google: "blender nif morrowind" without quotations. I'm guessing you'll find something by doing that. Good luck learning blender, you should start out with blender 2.49, not 2.5 since they are a bit different and 2.5 will be standard.

OR

if you want it to be for an area, go down to CELL and select your interior/exterior.

E.G. If it affects Balmora, EVERYONE in that cell will say it, but not in the houses since that is a new cell.

hmmm.... yeah its ok, but you really should put a city of some sort up there. but not with clouds. The cloud thing has been done way too much. and you should put some sort of god up there. not vivec, nor dagoth..... but mix them both in the mod maker exmp. and morrowind and oblivion both have a story line, morrowind is about defeating dagoth, and oblivion is about closing the gates of oblivion and defeating another god. of course there are the DLC's that you can add to continue the game more..

Morrowind is better than Oblivion just because of it's lore and culture. Oblivion is like hey look I just ran and killed some random guy, but morrowind takes that, gives him a reputation, makes him important in society and makes killing him seem important on a larger scale than finishing a quest. Plus Morrowinds armor looks a million times better than the best looking oblivion armor. And you have levitation, spears and a whole bunch of other goodies including a better quest and storyline.
