Truth be told, thos current defination of hijab (I.e cover everything but your hands and feet) is a new defination of modesty spread by Arab Wahabi in the last 3 decades.

Somalia should institute a concensus direct democracy. Limit the government's power by requiring an 80% concensus for ANY restriction or action. Other than that, you just vote on laws yourselves.
Many societies have thrived with so few laws they could be memorized... or written on a stone in the town square.
