It's one of the standart transitions in Vegas. I don't know how it's called and i have no chance to look it up atm but u should find it.

how do you get the top of the video in white where you put the text, also, what is the font?

In Vegas you can chose various kinds of gradients in the media generator tab. There is one that makes a boarder around the window. Chose that and make it white or whatever color you want and then use Pan/Crop to make it only on the top. The Font is Bank Gothic
