Similarly, during WWII, there was no separation between the Germans and the Nazis. Sure, not EVERYONE had a swastika imprinted on their shoulder and had Jewish blood on their hands, but as a country you take responsibility for the actions of the majority, just as we Americans won't pin it on just "the slave owners" but the entire country for letting slavery happen.
