China could stop poaching (which is directly prohibited in China) at any time. Why is China allowed to trade obviously illegal goods. Legitimate to kill the Amur tiger is impossible. Traders goods from Siberia, not punished. The best thing that could make China a proof of their good intentions is to close the border. Any wood and animal parts should be prohibited for carriage. But China will not do this.
