Al Fulani is the president of an unknown country... well, if you see the location where the mission of Sgt. Paul Jackson takes place and you analyse the Middle East map like I did, you came to the conclusion that the action takes place in the city of Jubail (or Al-Jubail for the arabics) in the east border of Saudi Arabia. So Kaled Al-Assad and Pre. Al-Fulani are from Saudi Arabia.

Anyway, Modern M4A1s have their Laser Sights UNDER the barrel, in a Cylinder Mechanism. Its so that the Laser is able to Pinpoint exactly where to go, without much obstruction from the PEQ Box on the side of the gun (That, and it unbalanced the weight of the gun).
