if your device is jailbroken then you can put the apps on your Idevice but you cant sell it in the app store because of the format of it.

apple used to except both formats .ipa and .app

so flash's app exports as .ipa

apples new policy dosn't allow .ipa only .app

so you can not put it in the app store

Apple has a VERY strict app policy, programming development and licencing policies all layed out in a very abstract EULA. You must develop on a Macintosh machine *(or windows based OSx emulator [lot of trouble]) using XCode and the Objective-C language. The app must follow specific guidelines outlined by Apple, but they still have the ability to deny your app without any reason.

This is a Flash program which does not meet the criteria listed, so it can't be put on the app store
