Just use the tools to make Cole's life regenerate every 0.1 seconds or something like that, and do the same for energy.

This happened to me, but I didn't need the mission.

To get out of the cage when you try to power up the gas works. First you have to have chosen the ice powers. Next you have to have unlocked frost sheild. Then stand in the back left corner, opposite of the transformer and use frost sheild. The force from the bullets will push you out. I did it the first time I did that quest and thought it was part of the quest... untill zeke showed up.

However jumped in through the back of the cart I have no Idea how I did it
