He was called for chucking as that was the rule at the time. The rule doesnt cover the position of the arm, but the movement of the arm. At the point that the hand passes the shoulder the arm (now days) is allowed to move upto 15 degrees. Until 200X the rule was 0 degrees by sight. This has nothing to do with any Australian/White (which is racist term!) but to do with the rules at the time. When the rule moved to 15 degrees Murali bowled bowls over 20 deg & SRL asked for rule changed to 25 degs!
