There is no traveling here. The guy running back doesn't have the ball as he runs back, he gets it passed to him as he gets into place. Watch the guy he's looking at pass to him, it's pretty obvious, even in the low quality.

Not quite. Referees work on the advantage/disadvantage principle, which means that if it doesn't affect the play, you shouldn't make the call. That slight foot shuffling neither gave the ball handler an advantage OR put anyone else at an unfair disadvantage, therefore it could be argued it was a good no call. The FIBA rules + refs handbooks with which I am more familiar actually have the advantage/disadvantage concept written in in black and white, I'm sure NBA will have something similar.

By 3rd, 4th, etc, I was counting from the time that you actually starting "walking" with the basketball. After you picked up you're dribble.
