R & D and Manufacturing cost is very low in India. If NASA shares some of it's technology or allow Russia to transfer it's technologies.I am sure, India will not proliferate these acquired technologies to any other country, without the knowledge of USA/Russia. Japan has already joined ISS. China, India and Brazil and South Africa should join league. That way EU and USA can share the burden.
