you should do the maxed out mid air collusion, the explosion must be 3 times bigger than any screen(couldnt see it completly on 21 inch screen)

I think in the newer version of this game it's displayed in 4000k Power....

(But it's not the highest Sayan level if you install the After Future Mod, it's awesome when you can level up to SS 10 (I think it was 10))
