It is almost perfect, but there is one problem - the pixel on the outside seem very harsh and rough... can they be smoothened?

Anti-aliasing or running it at a higher resolution.

Perlin Noise is really slow. The only way to keep a decent frame-rate is to decrease the sampling. But the edges can definitely be smoothened (e.g. threshold gradients, blurring, pixel transitions)
