Hobbs is a Gunner which at the time was a Warrant Officer. The Gunner was a "standing officer" and would receive a proportion of prize money. The other such people were the Boatswain (in this Matthews) and the Carpenter (unseen in HH). These positions were the highest rate achievable without a commission and represented the most experienced people on the ship. Officers commanded the Navy whilst these rates knew how to do what was needed. Midshipman would be taught and learn from them.

David Warner is phenomenal in this... being alternatively terrifying, arrogant, disoriented, and then gives such poignant moments like at 00:50. He doesn't give the audience the luxury of finally deciding whether to loathe him or really feel for him.

mr hobbs rank is lowewr than that of a midshipman and higher than a sargeants (remember when the marine sargeant stood to attenttion when he entered the capts. cabbin). which means his rank most be equilavent to sargeant major. thats why his uniform looks similar to that of an officer but not quite the same.

i may be wrong, but you have captain, lieutenants, midshipmen etc

you have the "masters" "gunners" and the doctor who all hold certain rank :D
