In the first SF2, since Bison wasn't a character you could chose, it wasn't clear yet which move was a special move and which wasn't. The scissor kick started doing damage when blocked later, when Bison became a character you could pick.

@Mysterio467 in world warrior bisons scissor kick didn't cause any block damage..its only when championship edition came out that it changed
