You are supposed to focus on recovering your feet as fast as you can and with the most force possible... not striding lol. How is anyone supposed to get any power fully extended? Also the lower you are the more difficult it is to raise your knees that's why when your knees start to rise it's later in the race because you become taller.
and the freaking point of the drive phase is to allow different set of muscles to bring you to speed. by driving, ur using most of ur quads to do the work. and once ur upright, its more of the ass. imagine using ur ass muscles for 100m.

High knees are the result of energy transfers from an eccentric stretch...some from the posterior muscles-but mostly from the Achilles tendon, when the COM passes over the grounded foot.

There is no research showing that keeping the head down longer will increase the length of the drive phase and even if it did, it would be detrimental to the runner.

Follow your own advice.
The rate of speed that early in the race would be minimally affected by drag force.
By your analysis, the runner should be fully upright at the start if there is a following wind. Maybe the author forgot about that?
