What should be understood is that this song was made back in late 1989, when the simpsons were just brand new. Bart was the most popular SImpson then, with his catchphrases and frequent troublemaking habits, but when parents wised up and complained about how Bart was a bad example, Homer took that place as a "modern Buster Keaton with the typical TV Sitcom patriarch arrogance".
My point is, this song was made back when Homer was merely the masculine support character for Bart. Nothing more.
