I think you can't complete the level not because Tails can't find the shards, but because they don't exist. When you go with Knuckles to any other character level, the shards are loaded and spawned inside three random robots (usually in the beginning of the level).
How does mechless Tails have an animation for when he goes up the wind tunnel? Did the game disigners origanaly plan to make mechless Tails a character playable outside of chao world?
That's all because of the Chao Garden - it's the only area where he is playable without the Cyclone or his kart. Which is a shame really...I liked the level but I'd like to see some variety for each character =) *sweatdrop*

Of course Tails can't find the emerald pieces, as there are none to be found. If you put a character other than Rouge or Knuckles in a hunting stage, the objective is merely to get to the goal ring, which is conveniently located at Knuckles' starting point. Just jump in and claim your clear, unless you don't want to for some reason.
While you're correct that there aren't any emerald shards in the levels when not playing as one of the specific characters, the goal ring does not exist as you don't always start in the normal starting area. Usually, the game places you underneath the level... for some odd reason.
The starting point may be different, but the goal ring will always be where Knuckles or Rouge starts out (where the Back ring appears when you play m2 normally and get hit). Even if you just fall out right away, that doesn't change the fact that the Back ring is still there. Try using a moon jump code to evade death.
WC, PH, AM, MHe, and SH are all completable as Sonic with no problems, and in all those cases your objective is to get from your alternate start to the real start.
how do u get tails in wild canyon? I only thought u could only use knuckles in wild canyon, did ya use some sort of cheat cause i'm pretty much confused.

umm, yeah Tails can break stuff. Press Y, then when the action window says "attack" press B, then he swings his tails around to attack.
