This P3 is too God damn close with too much altitude on. A 3" or even 3.7cm radar cannon could blow them out of the sky, never mind all the missiles a frigate or patroll craft will be carrying.
Trust me, they can get close enough in certain situations. And it's not exactly a waste. It's good practice for the crew and the Navy studies the effects of the weapon on an actual ship. This doesn't happen very often, by the way, so it's not like a lot of mavs are being expended this way every year.

@Wckedone If a dual hulled submarine is damaged by say a Mk 46 torpedo and has to surface, it can be hit by a Maverick missile.
In Iraq in 2003, an S-3 Viking hit an Iraqi naval target in Basra, carrying a Maverick increases it's versatility and lets it do a larger variety of missions.
The AGM-65 Maverick has a range of 17 miles, and could be used to sneak up on and destroy a small guided missile boat or corvette.

A radar 7.6 centimeter dual-mount L60 deck gun would drop them out of the sky with a salvo of air burst shells. A Soviet era frigate like this would have 2 2-tube turrets banging away at them shortly after they broke the horizon. Never mind all the missiles they could shoot at an aircraft.
Ooh!...now, that wasn't very nice, now, was it, kids? Those Orions are a very versatile aircraft....carry depth charges and torps and allsorts of nasty stuff.

The Maverick is usually only used for smaller boats, land targets, and mop up work (like here).
I have seen P-3C's with up to 6 Harpoon missiles on board. And I know that the Maverick has a range of 28 km so carrying it is still a good idea.
As for this ship though it is just what I said. It can be used for mop up against an electronically "dead" ship.
