I am the one who shot this video... I am of course an OTR truck driver. You are speaking of the old bridge crossing from TN to AR, and the scales are still there. This is the new bridge on I-40 crossing the Mississippi just to the north of the I55 bridge. Ironically, the "new" bridge as we call it has some problems (one of which was one of the pillars sinking some six inches and the cause of me shooting this video) while the old bridge stands proud still...
