@thacrazychick I think they had to develop her character more. And with Tara they really developed it the right way. Plus, Seth Green left Buffy series to pursue a movie career.

In my opinion Willows relationship with Tara was more honest than the one she had with Oz. They didn't really had to make her to love only girls, I believe that a person falls in love with someone because of what kind of person one is, and not because of ones gender.

@ChrissieBana I think they'd planned it far beforehand, if you think back to season 3 with Vampire Willow who was clearly bisexual. Then Buffy reassures her that vampires are nothing like their original selves, Angel begins to say something, and then decides not to. It just seems like a bit of a hint.
